Monitoring and Evaluation (M&E)

Evidence of performance in public administration in Germany and abroad as well as from international cooperation projects has been gaining importance for years. In the public sector, this has been accompanied by an effort to become more efficient and the emergence of management approaches. In international cooperation, donors and partner countries apply an agreed upon set of common criteria and principles for the implementation and evaluation of projects and cooperation plans.

Monitoring/Controlling
Results-based monitoring or controlling is part of the management tasks in more complex projects. Here it is important to master the balancing act among the three core functions: legitimisation/justification, control/management, and knowledge management/learning. In order for a monitoring system to fulfil these functions, it must be manageable for the project staff.

Evaluations
The effects of the international cooperation projects and programmes are assessed in the context of evaluations based on the OECD-DAC criteria of relevance, effectiveness, efficiency, overarching developmental impact and sustainability. In project evaluation, it is also important to gain an impression of the quality management tasks or to provide an impetus for internal learning processes in project teams.
