By strengthening local self-government and political participation of the population, policy decisions and public services should be better adapted to the needs of the population and thus rendered more effective. The transfer of powers of the national government to the sub-national institutions has been slow in many countries, because politicians and officials are overwhelmed with the exercise of their new responsibilities and, partly, technical know-how is not yet available. Resistance against the subsequent loss of power on the national level and newly created possibilities of abuse of power at the sub-national level are also often among the challenges to successful implementation.
